Interconnection: The key to unlocking telecoms markets

What are ICASA's powers wrt interconnection between operators? Can ICASA force players to behave as ICASA deems? Given the so-called 'mass exodus' of skilled people from ICASA, can ICASA be trusted to know what they are doing?

I'd really appreciate it if someone could enlighten me here.
 
The major networks have to spend a lot of money to grow and maintain their infrastructure: forcing free-for-all access sounds great in the short term, but if the networks are not compensated realistically, there is no reason for them to keep investing to give others a free ride.

That is all good and well, but telscum does not spend all its money on infrastructure. It retrenches its techies to make as much profit as possible thus securing the STUPID ****ing CEO of a huge performance bonus. THAT IS ALL!!!

Take away the huge interconnect fee and ALL that will change is the CEO will get a smaller bonus.

Telkom's fixed line penetration is shrinking, so this talk of 'growing their infrastructure' is load of trash.
