Urm... I hate to be the one to break this to you, but you seem to confusing 192kbps with 192KB/s. The speed your connection is measured in is kilo BITS per second, whereas the speed you see on your download window is kilo BYTES per second. Therefore, your top speed on a 192kbps connection should be about 192 / 8 = 24KB/s * 90% = around 22 KB/s. So if you're getting 19 it's actually pretty good. Unless I was being stupid and you actually meant that you get 19 kilobits per second (19456 bits or 2.4KB/s) in which case I appologise.
Oh yeah, and my international is still firmly in gutter pit.
