International problems ?

I'm really getting frustrated now. The last few days I'm experiencing very slow speeds with downloads and opening webpages. It seems like it is mostly related to international sites and downloads. When I do a local speed test the pings and download speeds are very good. When doing an international speed tests the pings are always higher than 600ms and download speeds are extremely slow and most of the time it times out.

I tried with my wifi router, mifi device. I have cleared cache and browser history, I have rebooted the rooter. Still having same problem.

Anybody having same problem. Any advise will be appreciated.
