Don't think it's going to work because Apple will check the following prior to allowing the use of sideloading...

• Apple ID billing address
• The user’s current location
• The current region set in iOS settings
• The device class (iPhone or iPad)

iPad's as far as I'm aware are not required to allow sideloading.

Should be fixed by then. Final version only coming next month.

It won’t ever be offered to the general public in its current form, that’s why it’s in beta.
