Ok, No luck. I'll tell my brother to take the iPad to the iStore.

Wonder if it isn't Windows 10 that's messing around.

Sorry 'bout that. Can't speak for W10, last time I owned a Windows machine the world was running XP.

Maybe the ipsw you got is corrupt. Have a look here:

https://ipsw.me/signed

Select the correct one (should be GSM but I'm really not certain) and verify the download with the appropriate hash, either the MD5 or SHA1. Then get the device into DFU mode and restore.
