IS ISP Differences

I'm on the Openweb 384k connection. When I first got in in April it was excellent, slow torrents during the day but full speed at night. In May however there were several intermittent slowdowns. This last weekend the speeds were terrible. I received an email on Friday to say that the Seacom cable had failed. I have no idea of the status of the Seacom cable but over this weekend my speeds were pathetic. Openweb can go ahead and blame Seacom but that doesn't explain why attempts to access local sites were also complete failures, sites took ages to load if at all and generally required a few refreshes to load properly. Is this an IS problem or would the local routing be done by Openweb. Basically what I want to know is whether switching to another IS reseller will help things (I haven't found a budget uncapped that doesn't use uncapped) or will they all be the same?
 
I'm on an ISP that uses SEACOM (Afrihost) and has no issues this weekend.
 
Im with imagine, the resell the IS packages aswell. This weekend sucked in particular, I was unable to even browse and shaping is supposed to be less severe on weekens/off-peak hours. I had to switch to my webafrica account to get things done. I think the problem is IS, theyre not delivering what they are advertising, I have not seen even a burst of full-line speed in the past 2 weeks. It seems as if the connection is throttled. Today is a lot better than yesterday, HTTP going at 14kb/s constant. Really bad, I thought HTTP was one of the prioritized protocols in their shaping rulez
 
Afrihost is also IS. Are there any budget uncapped options that don't use IS?

I would suggest going with somebody who isn't simply an IS reseller. According to this article they are: Web Africa, Cybersmart, Vox Telecom, MWEB and G-Connect.
 
Webafrica's bandwidth is of the highest quality (if you can say that). No complaints on them. They are just a bit expensive tho :(

Please just take note ANYONE trying to sign up with Vox.. DONT they suck so bad.
