MWEB's RS service is going at 4KB/sec which is dismal. Even with shaping it should not go slower than about 100KB/sec. MWEB may have switched off RS access in an effort to force its users onto the UNSHAPED package. No thank you.

Thanks for all the responses. Judging from the feedback, it seems that the extreme shaping of non-http downloads is not associated with high data usage. I was really hoping to find some definite pattern in all this, but I guess, for now, I'll have to buy MWebs Seacom excuse.
Let's hope it gets sorted out once all the techies are back at work tomorrow.
Good luck finding a pattern. However I believe what you experience is how shaping handle traffic when you have dynamic unexpected load on the network. It is there to keep things mostly smooth for those that do not download and just want to view a small webpage, or those that just want to get their email right now ect. Unfortunately what is left needs to be shared between all the downloaders, and that is why it is mostly slow, but also very unpredictable (well you can't predict humans, and less so when there are A LOT of them!).

No. Speed seems to be related to how close to the end of the month we are. As if Mweb runs out of or restricts what cap they have left.
