mercurial I'm not confusing the two, Telkom's uncapped, as you're calling it, will work like your phonebill, the longer you spend on the phone the bigger the bill, ie the more bandwidth you use the higher the bill, you will basically end up paying per Gb you transfer. Yes they wont cut you off, but if you don't pay Rxxx per Gb that you've used at the end of the month it's the same as not paying your phonebill, you know what happens then.
An uncapped account is an account that has a fixed cost no matter how much you transfer. Telkom will not be providing this in their solution.
If you want to see for yourself search for articles relating to Telkom addressing ICASA about adhering to the ADSL regulation. There are even some transcripts somewhere about it.
