Why bother providing services in South African when you can do it in East Africa without all the licensing and regulation red tape?
Thanks to the DOC and ICASA it's just not worth the trouble building a network in South Africa. Too many costs and legal headaches and by the time you manage to launch an offering all your competitors have adjusted their offerings to match or negate yours.

All depends on how bad the economy is. With reduced business there is less need to upgrade as businesses have less business and if they can cope with existing systems there's no need to burn money.
