Is there such a program that always runs in the backround, and log any events that happen (eg. closing programs, restarting pc etc. also what time and which day it occured on.)

Event viewer. With no special auditing settings done it will log restarts, uptime, fatal crashes etc etc.

You can enable security auditing of process and policies for lots more info. But the more you enable the more strain your pc will take logging it all.

There is a eventlog service, but it cannot be stopped. Stopping event logs won't increase performance; also logging is generally considered a form of security (as it keeps a record of events), so having no logs will be less secure....
 
Ah thanks Conradl. but what if I dont want anybody to see my logs?
 
Create a separate account for other users and remove their access to event viewer, or delete them manually when you log off....
