The way I see it, Altech is fighting to get hold of the licence. Even if they dont build their own network immediately or even at all, they will be allowed to under their licence. This will give them far greater leverage when trying to get bulk discounts etc as they can turn around to telkom and say well then sod you we gonna build our own if you dont drop prices.
Also it makes altech a VERY nice option for any overseas telco wanting to get into the country as they can buy em and have immediate access to a licence.
on a side note. I wonder if there is going to be a loss of income suit coming from this. The judge reckons vans were allowed to self provision for the last 2 odd years, vans sue icasa and ivy for the income they have lost due to the "grey" area of the ministers announcements. I mean whats to stop altech going to court and saying "we woulda built our network 2 years ago when the rand was strong against the dollar if it wasnt for her" could be interesting. get the DoC to pay for theiur network or at least part of it
