As a result of road closures traffic began to build up leading to 30-mile tailbacks.

If it means you don't have to leave your kids alone as it starting to get dark or having to take a collosal **** somewhere other than your own toilet then hell yeah it's justified. If he wanted to commited suicide he could've done it in the comfort of his own home where he doesn't have to ruin everyone's day except his own family's.
