My port from Vodacom to Cell C went through last night at midnight. Calls and SMS's are working fine (incoming and outgoing), but I cannot call voicemail to set it up (call makes a beep and then disconnects) and if I try register on the Cell C site, it says my number doesn't exist.

Is there a delay until all services are working 100%?

Yes there is a delay. They usually promise 24-48 hours, but it can sometimes take between 3 days and a week. Also make sure that they RICA'd you number correctly, or all services won't be available. Try making a phone call - if your number is showing up as private on the other phone, the RICA probably wasn't done right, and will have to be re-done. Try dialling customer care (147?) - you might get a message saying that your account has been suspended, which again points to a RICA failure. You will then have to go back to a Cell C store and RICA again.
 
They probably haven't provisioned you on the voicemail platform as yet.

Voicemail now working.... Cellc.co.za still saying "account does not exist"
 
I went to purchase a new CELL C simcard and got assigned a new number 061 xxx xxxx and every time I call this number from a VC,MTN,VM,8ta goes straight to voice mail. Then I receive the SMS from CELL C stating I received a missed call from the number
