To clarify, my viewpoint is that if ICASA has to fully investigate each and every applicant-entity to determine whether it is 100% BEE or not, then it will take one heck of a long time to get a licence to do anything at all, and another thing - what if ICASA makes a mistake [the reason why it will have to take longer] - they could be sued for detramentally affecting that entity's business...
