Latency Beyond unbelievable

Playing a simple game ( League of legends ) My latency never drops below 500ms

I just 5 minutes ago experienced a latency of 11000 and yesterday 22310

How can this be justifiable?

Hauwei E173 modem set to NDIS mode, WCDMA preferred, all bands. Signal strength was at 83 % but is most unstable going from 96% to 19% in less than 2 seconds.

That was the absolute best speedtest I could get.

Set modem to 3G-only mode, it might be more stable on the cost of disconnecting, but more convenient for testing. Try also RAS dialup mode instead (to see if drivers are not giving problem).
Then using MDMA observe Cell-ID, note Cell-ID giving the best throuput. Then re-position modem to get the strongest signal from this Cell-ID.

I sadly have tried that already, RAS (modem) is better for general internet but much worse for gaming.
Also changing to WCDMA only makes it better but only after 10PM :(

OK, but because you use term WCDMA I guess you didn't use MDMA to read CellID and tuning to the best known CellID. It is because MDMA is not using this term.
All I say that you need to do it once. Then you can return to the network interface, dashboard, whathever suits you the best for gaming.
