Lawnmower Carb Question

Lawnmower not running, why I think its the carb (On my phone no going to check how to spell carberator) :

Ran the mower dry. A few weeks later, I tried starting it a few times, no luck.

Today, I did a deeper dive on it. New spark plug etc.

If I put petrol or squirt starter fluid in either the spark plug hole and where the carb connects to the engine, it fires for 1 second.

I can confirm that petrol gets to the carb.

I sprayed a whole can of carb cleaner into every port/nozzle of the carb.

I opened the carb and the float works.

Just want to check with the forum if I am overlooking some thing?

You need 3 things: Compression, spark and atomised fuel (in the cylinder). Compression is tested with a meter inserted into the spark plug hole.
Assuming compression is OK, verify spark. You can do this by observing the spark plug connected out of the machine, touching earth and cranking it, just make sure that petrol, petrol rags and fumes are nowhere near, otherwise you may need a fire extinguisher. There should be a nice fat spark between the electrodes.
If you have spark, check the carb: float level will dictate the amount of petrol in the bowl, not too much, not too little. The bowl may also be coated with dry fuel residue or crystals, make sure that it is spotlessly clean, this will require a stripping down of the carb. Then the atomising jet: usually made from brass. Remove and ensure that it is clean. Avoid sticking anything in it to unclog it, rather use the carb cleaner or pressurised spray oil to melt away any fuel deposits /gunk blocking it. Ensure that you use a clean air filter, not one that is clogged, otherwise the mixture will be too rich, or not start at all. Re-assemble and start her up. Remember to use the choke if it has one.
