Letterhead Design Software

Can you guys please point me in right direction, I am busy creating proposals and I am finding Microsoft word a bit limiting in beatifying documents for lack of better word.

Is there any software I can use to compile my documents which comes with a lot of letterheads templates for example which I can then use to save documents in pdf.

Create your letterhead in Gimp, Inkscape etc. & export as a graphic.
Bring that graphic into your document (in Word) and export the whole thing as a pdf.
