cant roll out a network without spectrum licenses....the next BIG hurdle....

Yes you can. How about a fixed network?
I am waiting for the first van with a license to "open-source" the company. Then all the wugs can become part of the new company and no more worries about legality. What would also be nice is even if ICASA makes their license fees like 20% it would be ok, because 20% of 0 is still 0!
