Linden JHB exchange Congested?

I get really bad latency every week night after 6pm (300ms+ to local sites) and sometimes on weekends (right now local pings are hovering around 150ms) for the past 6 months!

I have done trace routes and it's pretty obvious that it's the exchange.

I have obviously raised this with telkom, first time they reduced my synch to 4meg from 10 which obviously was retarded and made no difference to the latency. They then reset the port which obviosuly had no impact either. Not entirely sure who to take this forward as the people in the call centres are not literate in terms of latency and the impact it has on the internet.

Is there anyone connected to the Linden exchange that is having the same issue?

Has anyone been able to sort out something or must we wait until some unknown point in the future when telkom might upgrade the exchange?
 
on the Linden exchange aswell. Haven't seen congestion though..Telkom techie was at my house 2 weeks back and he said they are busy laying the fibre at the moment so in the next 6 months or so the exchanges in the area should be all upgraded.
