Local Steam Content Server(s)?

I've heard that much of their content can be downloaded via 'local only' but yes, as Necuno said, you need to connect and do most "registeration type stuff" via international.
 
The steam authentication server is overseas, so you will need international b/w to register/sign in. The game cache files are mirrored around the world and AFAIK, IS has a content server on their network. When I updated a few games last week, it updated through my local account at full speed.

It will automatically pick the closest mirror to you so there's no need to change any settings in steam. If you see that it's not downloading through the local mirror, you can try deleting the ClientRegistry.blob file in the steam directory.

this my sound n00bish, but how do i update locally? or does steam do this automatically? or do i have to change settings or what?
 
yea well if there is some local servers then ill be able to download games with my local cap? also pay pal doesn't use RSA currency to buy online it will rather use Euro or Pounds, so by using a secure proxy id be able to buy some rockstar games then? Oh well!!!! maybe one day when bandwidth is cheap and cap is something of the past?
