Cosatu has received R1-million from the National Lotteries Board to fund its 25th anniversary celebrations in December

The Lotto grant was revealed yesterday by Rob Davies, the Minister of Trade and Industry, in a reply to a written question from DA MP Jacques Smalle, The Times reports.

Davies disclosed that the lotteries board had allocated R1-million to the trade union federation in the 2010-2011 financial year under its "miscellaneous purpose category".

Smalle said: "It is unacceptable that funds supposed to be used to the benefit of needy causes are being used to finance tripartite alliance events".

But the lotteries board and the labour federation have defended the expenditure, saying it was above board.

Cosatu held a festival at the Johannesburg Stadium in December last year to mark its 25 years of existence. The event was attended by President Jacob Zuma, SACP chief Blade Nzimande and other leaders of the tripartite alliance.

Davies indicated in his reply that R650,000 was used to pay the artists who performed at the event, R250,000 for the stage and sound system and R50,000 for the venue, while R50,000 went to local groups.

Smalle has now called on the office of the Auditor-General to probe the lotteries board for possible irregular spending of public money for funding a Cosatu event.

The lotteries board came under fire last year when it allocated R40-million to the National Youth Development Agency for a chaotic international festival that degenerated into a kissing and drinking binge.

The youth development agency received the money at about the same time that Cosatu's anniversary celebrations were being funded by the lotteries board.

Was there not supposed to be an audit on the Youth Festival wastage?
 
what would be surprising it if the lotto money went to the awb or helpmekaar hoerskool
 
Meanwhile charities all over SA don't receive the money owed to them.

At Child Welfare East London, the paid workers (black) want their money paid to them on the 24th of each month but Lotto has not paid up the money, so we told them about this but nope they think because we are white (volunteers mostly) are in charge they are somehow being lied to.
 
I came across this article and would like to share my experience with the Lotto with you.

In my private capacity and on a voluntary basis I act as the treasurer for Child Welfare South Africa in East London (CWSA:EL).

In December 2009 CWSA:EL applied for R2.4m from the Lotto. Eventually in June 2011 we were allocated some funds. We were allocated R1.2m out of the R2.4m i.e. 50%.

When this was queried we were told that and I quote "There are so many charities which require assistance that the money had to be shared between them all".

In addition, to date we still have not received this money - we have been waiting now for over 18 months since our application went in. It should also be noted that the delay for payout is not due to any documentation being outstanding from our side.

I find this so hard to understand considering the matters discussed in the article below.

In the meantime, while Lotto appear to be squandering funds, CWSA:EL have really been struggling with keeping it's doors open!

I have also been told by the CWSA:EL director that our issues with the lotto are not an isolated incident as numerous charities have had the same problems.

It's funny, the government uses its Lotto monopoly to funnel easy cash to friends, but it severely restricts all other forms of gambling. Never mind lotto is the worst gamble imaginable. Corrupt, self-righteous hypocrites.

You should witness (as we do) the hardship facing the NPO's whose funding has been delayed, cut, stopped, etc.

This cuts across all racial barriers and age groups; from the orphanages to the old age homes and shelters for abused women and kids that we support as a group. We personally oversaw the completion of the documents and even use our legal teams to follow up - all to no avail.

So when allocations like these (e.g. COSATU and Youth Day) comes to light, it is extremely disheartening and angers us no end.
 
Love the way they're trying to justify this wastage. Seems this is becoming the slush fund for the ANC and hoard :mad:
