There is a limit.... and I fail to see how the CSIR of all people can better what the clever researchers abroad are churning out.

Why not just re size everything to 40*30 pixels and compress it down to 2kbps and call it a day. See, i came up with that solution and it didn't even cost 14.5 million bucks
