If you think of what funds and brains they had at their disposal and what they actually achieved, you'll see it wasn't a great effort. You also forget that they are not running a police state. I've been trying to figure out where the intended spot was. That is one hellava busy route and a major tourist gathering point, close also to the very centre of London (Charing Cross Station).
