It's the judgement not the complaint BBSA. The complaint was brought by the Limpopo government and some of their complaints were dismissed, but the reporting on Julias were found in favour.

No it is not the Judgement you quoted it is the complaint. You must go and read again the first part is the "Complaint" and then later you get the "Analysis"
