One thing I wonder lately is this.. Gauteng has shown that the user pay principal is a dismal failure when suddenly tolling an existing route. Now assuming, though I think it's likely, they remove it to win the local elections.. Will they just force their way in the Western Cape? Remember it's toll booth/traditional style.. But on an existing route.

At least through tolls the money does not have to go through all the red tape from SARS, Treasury, Dept. of Transport, etc. before it gets spent on roads. That is the whole premise that SANRAL was created on. The smelly stuff hit the fan when they wanted to toll urban roads in GP and the people revolted.
We have had toll roads for decades and I suspect most people are mostly happy to use them.

SANRAL does seem to be extremely arrogant and stubborn to think they can start the same scheme in the Western Cape, where even the provincial government vehemently opposes it.
