So basically because people don't live in a fancy high rise or a complex with barb wire and electric fences or a villa on an Italian pebble street then its viewed as a dump?

No, the fact that the majority of the population lives in slums makes it a dump.

Population of Mauritius is very poor. Still, it's a lovely place. A number of South African's have moved there.
 
Still a lovely place to visit, despite the poor living conditions of the locals. I remember asking the hotel workers what they earn and I felt a bit guilty because it sounded like exploitation. I can't remember what it was, but I remember it was way below what we would consider minimum wage in SA.

One of the people in our group also stepped on a massive splinter on the deck of the hotel on Christmas day and the hotel had to get a doctor out specially to have it removed. I half expected the doctor who showed up to start rattling bones around and chant, but it turned out okay in the end.

The problem is that those that stay in the hotels also only see the hotel prices. When I was in Mauritius we went to the local Super U (their version of Checkers) and besides the stuff they import like milk and cheese their prices are quite low. You can buy a 1 meter french loaf for the equivalent of R2.50 - the same thing here costs R10.00-R15.00 at PNP etc.

They also only have themselves to blame as instead of sticking in a job and moving up the ranks they work for 1 month then take their wages and buy cheap alcohol (local rum) and get drunk on the beach all day. Once they run out of cash they go get another job and the process keeps going like this until they die of a heart attack, liver failure or diabetes. It doesn't help that menial jobs are a dime a dozen there which encourages this behavior. My GFs aunt runs a restaurant there and she says staff turnover and staff not coming to work because they drunk/hungover is the biggest issue they deal with.
