That's what they want yes, but they can't give everybody criminal records. The courts also don't have time for this petty crap when they have murderers to throw in jail.
In addition, you won't get a criminal record unless they follow every procedure to the letter and they physically aren't capable of doing that due to cadre deployment.
What would the charge be? Theft?
Wouldn't it just be a civil case, i.e. SANRAL sues you for the money you owe them?
