I understand what you say .. surely it does not mean that that particular industry should not be reformed in order to gain protection for its employees?
There is no industry body nor is there an employees group. So who would take responsibility? It would have to be SARS taking them on from a tax front and garnering support from the labour court - but to do so would result in the shutting down of nearly the entire industry IMO and a class action against hundreds of establishments. It is a daunting task and you are welcome to play David against their Goliath - but I doubt much could be done, especially considering the high staff turnover of these establishments.
There are already laws in place to protect the employees, but when you have a good enough reason to relinquish this right to recourse, you will.
