Media streaming to TV

HI Everyone

I have a client that has multiple TV's around his house for use by different people. He is wanting to find a device that can stream to each TV and can be controlled by each person individually.
I was thinking something along the lines of Chromecast or Roku stick.

Can any of you recommend a cheaper product (as he needs a bunch) along those lines.

Plex would probably the easiest solution.
Most new smart TVs have a Plex client.
So he would need a central server with plex server installed.
There will probably be costs involved somewhere (not too familiar with plex).

Another option, but with more costs is a central server sharing the content running Kodi.
Each TV could then access this content over the network via Rasp-Pi running its own copy of Kodi.
Have not set it up, but should work with some tweaking.

I'm sure google could point you to more specifics.

as the others mentioned a central server with Plex would be your best bet.
What Tv's and what devices does he currently have - he might already have devices that are Plex compatible (xbox, Playstation etc) hence can save costs
Plex can be free or a cost depending on devices and what extra features are needed.

Serviio could work as well but not as pretty as Plex
 
You can get plex streaming boxes or something like that. I used to use them, you can control with a remote etc.
