It depends, what are you?
You can't socket 3 X 23 spell power. 23 spell power is red socket, and if I am right there is only one red socket and other yellow, blue (can't be 100% sure since I don't have it.)
But I think if you like spell power you can socket 12 spell power + other stat on yellow and blue socket. or dragon eyes if you are JC

Esea, we have seen these types of questions posted so many times in the past.
There is no simple answer for it... the real answer is ... it depends.
It depends on your spec, your current stats, your build, your choice of glyphs etc. Whats lacking on your character ? Fill the gaps before you work on the major stats. Being under hit cap and going fullout spell power is completely useless... unless ofc you have some talents to make up for your lack in stats.
Then again, dont ask me anything about mage dps mechanics... Hunters FTW

If you are caster dps, then Spell power is always what you consider first. you should get as much spell power as possible as long as you are hit capped.
But if you are a healer, You don't need to have full spell power gems. You need also int and SP or MP5 depending on your class and spec.
Again but, if you are pvper, considering wearing marblin robe (it's also good for pvp if your pvp gears suck) You may want to need 130 spell penetration and 4%~6% hit rating.

Lol I knew a guy who rolled a warlock and just went for + Strenght after lolling for a few days we asked him why, he said he wanted to be a strong warlock oO
The socket bonus is +9 spellpower if you're using Merlins to get a blue gem so you can activate your meta it actually becomes worthwhile to socket a yellow gem in the yellow slot seeing as 12 spellpower + 10 haste + 9 spellpower works out to be better than 23 spellpower.
