micro sd card fail

Hi, got a 64gb sd card, for an android phone. While taking a video, the phone died, and the card got confuse. I manage to copy almost all the pics to a computer, but cannot format the card. "windows unable to format card". must I replace it, or is there a decent format way. Seems like I recover most pic's, using terra copy.

I remember when I had issues with a 128gb Micro SD, it was recommended to format using the phone first, if that doesn't work then use SD Card formatter.
 
First time a card fails it gets binned.
 
I had to send it to file 13, apparently you can only move files so many times. That one was 2 years old, but work very hard
 
could always try from a linux livecd/usb using gparted to format or dd to zero all bits.
