So continuing with the trend of Nazidose 10, sorry I mean Windows 10...
Microsoft is now also turning Windows Updates back on in Windows 7 as well.
I have a test machine with Windows 7 - bare bones, updates turned off and no other software installed except the stuff I occasionally test for compatibility.
This morning I noticed a message pop-up in the system tray - "Windows will install updates...."
Went into control panel, and sowaar! Microsoft has forced the windows updates back on despite everything been turned off.
Now you may say "it's for the best..." but there are valid reasons why system admins want the option to disable updates.

I am curious as to how they can force updates back on.. Neither my gaming PC, nor my VMs have suddenly enabled updates and they are connected to the 'net

I've noticed they force updates back on when you install or update the MSE antivirus program. Did you perhaps do that?
Aaah, yes. Windows Defender is running in the background. I've noticed it do that when first installed, but I've never seen it do that after a year or so. I wonder if the program updated by itself?

By updating your PCs. Installing 'telemetry' things and other 'security' updates that ignores your settings. Updates to MS Defender or so called "Virus definition files" - these are really executable scripts running in NT-Authority, can install everything on your PC, then remove any traces with further updates. Particularly dangerous, due to the monthly rollout.

Install Win7 SP1, then disable updates (including device drives - in a separate section). Check internet before updating manually anything. Some updates are bad in intention, some others destabilise your system. From my old records (not updated):
KB3035583

- KB3068708 Update for customer experience and diagnostic telemetry – This update introduces the Diagnostics and Telemetry tracking service to existing devices[...]
- KB3022345 (replaced by KB3068708) Update for customer experience and diagnostic telemetry – This update introduces the Diagnostics and Telemetry tracking service to in-market devices [...]
- KB3075249 Update that adds telemetry points to consent.exe in Windows 8.1 and Windows 7 – This update adds telemetry points to the User Account Control (UAC) feature to collect information on elevations that come from low integrity levels [...]
- KB3080149 Update for customer experience and diagnostic telemetry – This package updates the Diagnostics and Telemetry tracking service to existing devices. [...]

Not a 100% sure .... check what version you have installed and then check what the latest version available is ?

other than that I cant think of anything that would re-enable updates

I had this as well and wondered if I had done it by accident. I noticed that "Trusted installer" was running in the background using up a lot of memory.

I keep updates off because I have a pirated copy of windows.

That would do it and obviously I don't have that situation on my machine or the VMs hence I don't have this issue.

Thank all that is holy that on windows 10 Pro and enterprise you can defer updates for 365 days.

Are you sure that updates are indeed forced? it could be an update for windows update, yes that does exist.
