Mobile billing via shortcode - my best options?

I'm looking to set up a premium number to do transactions for a client offering a service on their mobile site. Payment would happen via shortcode rather than shopping cart because this is easier on a mobile phone. I'm not really sure how many transactions they will get per month, but we would want to pilot it first. The problem is that Clickatell has a 500 transaction floor per month on short code numbers. Basically if you don't do 500 transactions, you forfeit profits to them.

Is there some kind of alternative? Perhaps sharing a shortcode number initially and using a token to route the transactions? I also need a reference number in the sms so I can recon the transaction and activate the service via postback for the user on the frontend.

Is it better to do a dedicated shortcode number for this or would a shared shortcode number work? I like clickatell's API and have worked with their sms gateway before, but the billing seems like a hassle when it comes to shortcode. Anybody got any wisdom to share on the topic?
 
you either need a local mobile aggregator... like grapevine, integrat or oxygen8...

or go with bango mobile payments.
