Modifying your car now 'illegal'

so this make cop cars etc also illegal?

and traffic cop cars are also illegal the lights,stickers,the sirens the horn just a few i can think of fast,and theres alot more done to them than just those "mods"
there not allowed on the road cuz there illegal,so what they gonna do?

also breakdown trucks,theres no way in hell those will be legal then ,not just the look and outside mods,the engine also,suspension

ambulances also,so they will just let ppl die cuz they dont have legal cars??

a MODDING company MOD them into cop cars,and sell them to who ever it need to go to

But the cops need the extra mods. They drive really shyte. They won't catch crooks without their mods.
 
The DA can come up with the craziest of shait..... Luckily they didn't succeed with the no alcohol sales on Sunday thing...They surely not gonna succeed with this too, maybe they just want to ruffle some feathers.

Well I have seen a late model Lamborghini modded with a twin turbo conversion.

What a poor generalisation to make...

Maybe, but to be fair I live not too far away from a "lower income" area and there are plenty of cars that have cost more to mod than they can actually afford (by which I mean pay for using disposable income). I know a few people there who have such cars, including an ex-colleague of mine from about five years back. I know he spent close to his annual income doing up his Golf Mk1.
 
What kind of scan tool? Never seen a scan tool that displays the flash counter.

One that can check the firmware version and checksums. They will need to compare it against a database, hence the manufacturer's co-operation.

City has no designs on legally modified vehicles A front-page report in today’s Cape Argus claims that the City of Cape Town plans to target drivers of modified vehicles. The article is worryingly inaccurate and the misinformation has spread to other media platforms, including social media. For the record, the City of Cape Town’s Traffic Service is mandated to enforce the provisions of the National Road Traffic Act No. 93 of 1996 – a national piece of legislation which states that any modification of or tampering with a vehicle’s safety design renders the vehicle unroadworthy unless it is done by the manufacturer or a registered body builder. If a registered body builder decides to make any alterations, they are required to re-register the vehicle and send it to the South African Police Service for clearance before the alteration is considered legal. This is very rarely or never done on motor cars and will normally take place when dealing with heavy vehicles like buses or trucks. In addition to the National Road Traffic Act, the SANS 047 (South African National Standard) is extensively used by our motor vehicle examiners when conducting roadworthy checks on vehicles. The SANS 047 is very specific on unroadworthy issues such as suspensions and springs, steering columns, vehicle headlights and fog lamps, tinting of windows, and brakes, etc. The City has no issue with motor vehicles that have been modified legally and in line with the legislation and standards as outlined above. What we do have an issue with is the large number of vehicles that are modified illegally, rendering them unsafe. Alterations done by mechanics, welders, boilermakers, etc. who are not registered to do so are illegal and the law is very clear about the issue. Contrary to the information in the article, City traffic officers are clamping down on modified vehicles and the statistics from our illegal street racing operations indicate as much. Of the more than 400 vehicles that had gathered for an illegal street race in Ottery this past weekend, only seven were suspended for illegal modifications and all of them were involved in races, because operationally it would be virtually impossible to check each and every vehicle at the location. Eight suspects were arrested for participating in illegal races, putting their lives as well as the lives of other road users in jeopardy. Currently, City traffic officers can arrest motorists who participate in illegal races on charges of reckless and negligent driving. Officers can also suspend illegally modified vehicles from the road, in spite of the article incorrectly quoting me as saying we cannot. What we want (and I have made this clear on a number of occasions) is the enactment of new regulations that will allow us to impose stricter penalties on illegal street racers, with very specific emphasis on those who evade or elude lawful instructions from an authorised official to pull over, including impounding their vehicles. We are also calling for harsher impoundment fees for these vehicles and want to ensure prison time for the offenders. The act of being a spectator at the races also needs to be included with a suitable penalty, as we are inundated with complaints about their behaviour and the impact on surrounding residents. We want to discuss with the National Prosecuting Authority and the Transport MEC certain significant cases where the courts have failed to address this matter adequately and where repeat offenders have been let off too lightly by prosecutors and magistrates who apparently do not understand the gravity of the situation.

Not only prosecutors and magistrates, the general public if I read some of the comments in this thread. The media have misconstrued the whole aim of the Traffic Department and what they are doing, to sell a few newspapers. It has nothing to do with the DA, just the law, the fact that the DA are in charge of Cape Town is irrelevant.
People have no clue what has been happening on the Cape Flats the last 3 years, the last 2 the worst. The Dragsters and their affiliates (meaning all the hangers on, spectators) have made the life of the normal resident a misery as they operate at random times and venues and when they are around they make more noise than anyone can stand usually between the hours of 23h00 and 03h00, basically a time that coincides when the average person goes to bed.
Nobody understands what it sounds like to have between a 100 and 400 high performance cars with modified exhausts, music blearing, pummelling through your neighbourhood, or having them parked in the road outside your property.
I think what has got the Traffic Department on high alert is not only the complaints from these residents, but two of their officers have been hurt recently due to these racers not adhering to their commands to stop.

Daring dragsters will get their comeuppance

On the 17th if January 2015 (21h00-05h00) a total of 852 infringements were recorded by the Traffic Department. The infringements included arrests for reckless and negligent driving, vehicles suspended for unroadworthiness, unlicensed drivers and a lot of speeding offences of which a lot carry no fines and the driver will have to appear in court.
That was just 2 or 3 specific areas dealing only with Drag Racers. Think the situation is not out of control?

When I'm in George the bottle stores all close at 5pm. Checkers even closes the wine aisle on Sundays.

According to the wording of the law, if I fit non-OEM brake pads to my car myself, my car has therefore been illegally modified. I'm not talking performance pads either. Just walk into Midas and get whatever brake pads you want... Fit them yourself, no matter how good you are with a set of spanners, and the modification is illegal.

That's ridiculous.
 
How is this gonna solve the "Illegal drag racing problem" If they want to race they are going to race whether its a bike or a car!

Don't be glib. I'm in Cape Town, my car is modified, and I work on the car myself. This directly affects me.

To be honest I am not convinced they will enforce this. Unless you do some crazy stuff to your car you are probably safe. Not sure how Cape Town is these days, but in Gauteng the law enforcement on anything other than speeding is non existent.
