Does ICASA always take 18 months to come to any kind of decision? If my business ran like that I would be out of business before I opened my doors.
The fact that operators may only get 20 MHz may be a problem when it comes to rolling out affordable broadband services. Intel pleaded for at least 30 MHz excluding guard bands, but ICASA may have opted to supply more operators with spectrum to avoid unhappiness...

yeah, 30mhz is the proposed minimum requirement for true broadband services...
So after EIGHTEEN MONTHS....they stuff it up?

I wonder if operators with spectrum licenses can voluntarily combine their spectrum? Thinking of Vodacom+iBurst or IS+MTN.
Still think WiMax is going to be somewhat of a dud in South Africa. HSPA now and LTE in 3 years will probably be better. But hey! any competition in our market can only serve to increase my cap and lower my bills.

This is a good question: Altech/Didata buying MWEB and MTN buying Verizon Business. Who is left to give spectrum to? If one considers the cost of rolling out a WiMax network one wonders who will get spectrum: ICASA has indicated that the incumbents wont get spectrum, basically leaving only a few first tier ISPs (of which two are in the market)…

What a lame decision.
The most efficient & probably most popular BS configuration to be deployed will be 3 sectors.
802.16d (fixed) WiMAX uses either 3.5MHz or 7MHz per sector
802.16e (mobile) WiMAX uses either 5MHz or 10MHz (soon) per sector
With 20MHz the following applies ...
16d config @ 3.5MHz x 3 = 10.5 MHz used, 9.5MHz remaining which can't be effectively used and would be wasted
16d config @ 7MHz x 3 = 21 MHz so configuration cannot be used
16e config @ 5MHz x 3 = 15MHz used, 5MHz remaining which can't be effectively used and would be wasted
16e config @ 10MHz x 3 = 30 MHz so configuration cannot be used
How these guys come up their decisions is a mystery?

Nobody has mentioned the additional requirements (on page 6) for respondents applying for WIMAX spectrum -one of them being '51% black owned with emphasis on women in line with the BBBEE Act of No 53 of 2003'. This could exclude many of the possible applicants.

This was a good idea IN THE BEGINNING -- now all it is doing is making the same fat cats and cronies richer and richer -- sign the paper sit on your backside at the Casino and watch the bucks roll in. It has another double edged function as well -- call me racist if you like -- but it DISEMPOWERS white people in SA -- the FEW left bitting the bullet.
