Newly appointed ANC chief whip Mathole Motshekga has threatened to crack the whip on ruling party MPs for cruelly heckling opposition parliamentarians.

The claws were out in the National Assembly on Wednesday when newly sworn-in Cope MP and party second deputy president, Linda Odendaal, found herself being meowed at by ANC MPs for wearing a distinctive, bright yellow outfit.

It was not clear why she was likened to a cat.

Her fellow MP, Anele Mda, received sarcastic wedding-type ululations for her sweet, silky gown.

ANC MPs also directed their wrath in song at Cope first deputy president Mbhazima Shilowa for nominating Mvume Dandala as president against Jacob Zuma.




"Shilowa is a fool, we will install Msholozi," sang ANC MPs.

Chief Justice Pius Langa even conceded that "I don't understand this strange behaviour" when asked to rule on the parliamentary nature of such conduct.

Motshekga said in an interview with Independent Newspapers this week that while it was understandable for ANC members to be angry with members of the breakaway organisation, the kind of behaviour they displayed on Wednesday would not be tolerated in future.

He said ANC MPs would be instructed at the next caucus meeting to tone down their insults.

Motshekga acknowledged that ANC members were still angry at the insults that were hurled at Zuma by opposition parties in the run-up to the elections.

But he said this could not be used as justification to behave in an un-parliamentary fashion.

"We condemn it, but we should not lose sight of the difficult period that faced us in the run-up to these elections. There were lots of insults that were hurled at our president and also at the ANC. That angered the membership of the ANC, (but) we believe in the ANC that people should not act out of anger… we should reconcile."

Meanwhile, Motshekga conceded that the office of the ANC chief whip had attracted negative publicity in the past.

Several ANC chief whips have courted bad publicity while in office. They include Tony Yengeni, who was imprisoned for lying to parliament about a discounted luxury car and Mbulelo Goniwe, who left the office in disgrace after being accused of sexually harassing a female subordinate. Motshekga's immediate predecessor and ANC NEC member, Nyami Booi, who has just vacated the office, is facing Travelgate charges.

Motshekga said his appointment should be viewed as the ANC leadership's attempt to clean up the image of the chief whip's office.

i never watch the parliament channel but has the DA never heckled the ANC?
 
The boo'ed Zille, they meowed at COPE. Honestly, what is wrong with ANC politicians. Are they all animals?
I don't know, but anyone who associates YELLOW with cats, probably needs their eyes tested. Have you ever seen a yellow cat?

Anyone watched the British parliament ... now those guys heckle each other! It's great fun, I think if you can't take the heat get out of the oven. I do however think making animal sounds is a little bit embarrassing but if that's what the ANC thinks it takes then by all means meow away :D.

Parliaments around the world are funny and parliamentarians sometimes behave like "animals", I remember watching a news insert and a video showing people in parliaments in some far east country punching each other and taking mics from microphones and throwing them at each other, it was funny to watch. The ANC only make strange noises but it's nothing compared to other parliaments around the world.

Almost sure it was Japan, they almost have a fist fight in there weekly.

+1, our parliament is actually pretty sedate in comparison. I think its probably a remnant of the ultra-conservative strict country SA used to be before 1994.

You should see how Gordon Brown gets heckled in the Brit version. :D
