I wonder if this has to do with stock probably not moving off their shelves, back in the days I remember walking into any store and seeing BlackBerry handsets moving off the shelves due to uncapped but now that data bundles are reasonable people are buying proper smartphones

You will be surprised at the ignorance of the general cell phone user. To any well informed cell phone user, faster internet on a superior device makes much more sense than crappy internet on a crappy device. Considering the cuts in data prices, BIS will be hard to justify.
