MTN OOB Barring now available

Does the same on other sites.
I initially noticed the issue during general usage.
I used MyBB in the above, but MTN uses balance regardless.
The issue is that MTN charged me even though I'd requested "Out of Bundle Barring ON"
Perhaps someone else can test.

I also notice that there is a delay in the balance being updated.
Turning flight mode on/off speeds up the refresh.
