Municipality literacy shock

Of course it has.... but that doesn't mean they'll stop using it.
 
Have they been down to their local police station lately? They're just as bad

The depressing figures have been fingered as one of the main contributors of poor municipal service delivery, but also expose the legacy of apartheid in institutions of governance.

I've pickup the same thing on many projects with SALGA and DWARF in areas like Alfred Nzo, OR Tambo.

Most times, the municipality offices are overstaffed but in short of 50% of skills required to do the work.

At least as consultants, we offer help and train them.
 
The dark side of democracy. To be elected into power a politician only need votes. It does not mean that a politician have to be competent, capable, honest, literate or dedicated.
But on the other side - you get exactly what the majority wanted :-(

What? The Nats lost? The ANC is the ruling party in the government now? Bugger... wait, but wouldn't that mean its the ANC's fault? Of course not, you say? Odd.
 
It is recommended that adult education becomes a priority in all municipalities.

Its should have been a priority 15 years ago! Instead you were too busy lining your pockets to care about anything other than yourselves.

Why are they not employing adequate translators? We're a country proclaiming to have 11 official languages, yet if you want to do business it's only in one of the eleven?
 
Without education how will you know you are truly free?

Unfortunately educating the masses will make them realise what a bad job the ANC is doing. Keeping a population in check, means keeping them ignorant.
 
The ANC based much of their 'struggle' on the education system - see the Soweto riots etc. So they have been aware of this problem for decades - but after 14 years in power, they were able to spend R-billions on new weapons, Gautrain, Soccer World Cup, security for MPs but their education system fails to educate.

Awesome. No wonder our country is in the state its in. But lets not wait and keep the educated whites in positions, and slowly change this as black people are educated. No, lets rather force people who cant read and write into senior positions - and scratch our heads as to why the country is going down the tubes. ANC you rock!
 
This is actually so pathetic its embarrassing... I'm sorry but the old apartheid legacy argument means nothing. I agree that apartheid HAS left SA with issues that effect it today and will effect it for a long time to come, BUT HOW the F_CK do you appoint someone who cant F_CKING read to be a municipal councilor!?! How is the apartheid legacy an excuse for p1ss poor HR management... I mean WTF!?!? My wife deals with municipalities quite a lot in her job, if you hear some of the stories she tells you'd laugh your bollocks off!!

Is your municipality run by councilors in the 18-21 age group. Aren't those supposed to be in school still ? My calculation tells me that kids that were born after apartheid should be 15 today. Are those the kids that are illiterate and run our municipalities?

But its not just that ey, I worked with a guy who had his matric (alledgedly) and he couldnt spell a damned thing...if a sentence had 10 words in it, like 6 or 7 would be wrong

15 is a simplified calculation IMO. Integration started long before 94. Had black kids in my nursery school and Im 26 now. The main thing missing then was the vote, but kids can't vote no matter what colour they are anyway.

I think the issue here, is that there are plenty of literate black people (insert any race you like here) who deserve the jobs more than the guys who currently have them probably due to the fact that they know someone.
