We can strecth the age group to 26 or even 30, but it still does not account for the majority of illiterate municipal councilors.

However you are very right about the many illiterate people that are currently hogging positions just because they happen to know somebody who knows a friend of somebody in high places.
I know of many young people with college degrees that are currently unemployed.

Some white people I know claim to have done some form of African language in school but how many can read, write , speak in those languages? Point is that they can make an effort to learn.
If they don't want to, the government can't make them.

Once they're in, they seem to stay in, no matter what they do wrong.

Well I can read enough of the "language of the black people" (sic) to understand what you wrote, and although I cannot write it, I am still educated. Please tell us how the knowledge of isiZulu would help you understand a budget? Oh wait, is it because English is somewhat more commonly used in economics? Surely not, because then we would have to admit that knowledge of it would be a compelling requirement for municipal councillors, and your reactionary dribble would be exposed for what it is.
If avoiding the issue is the best you can do, you'd be better off replying in sign language. (No offense meant to users of sign language.)
