MWEB slow International Traffic

We been on Mweb ADSL for past 18 months and access 90% of the time our websites that is located internationally.

-384 Speed (beginning 2011) started good but was so problematic end of last year that we upgraded to a 1meg line. Speed was definitely better and we did not get all the "broken connections" as with the 384line. We tested this with 3 different clients in Durban with the same results. Tested with 3 other ISP who did not have the problems as with MWEB on their 384 line. We found some forum discussion at the time claiming its how MWEB shapes their lines that cause the problems with broken links - especially on international traffic.
-1MB line started giving the same problems and we eventually upgraded a month ago to a 4MB line, also with MWEB.

*Local traffic is perfect.
*International traffic is problematic - We get excellent speedtest results, but international traffic seems to slow down so much during the day that its with times slower than dialup. We accessing normal http websites and with times do small uploads to the sites with updates.
*We confirmed with a website company who host thousands of sites internationally, who's clients make use of MWEB as a ISP with the same complaints.

We done trace roots when we having problems with the slow connections that reveals some discrepancies, but MWEB claim its simply the way their systems work. MWEB acknowledge the problem at the time, now two weeks later they claim that the trace roots cannot be from our line because there is no traffic currently running on our line. We go through about 200GB a month, hell, there will be traffic every single second of the day.

Question: Is there any software that we can implement to monitor traffic from us to international sites that will reveal more than a trace root?

Do you make use of a CDN for your small static files, like CSS/JS/GIF/PNG?

Also, can you send me the traceroute results as well, if you could, can it be the latest traceroute results.
