Please also change your username realm to @dslmweb.co.za and let me know if that makes a difference.

Ingame ping is 900-1000ms.

Eh, mind if I ask how to change that realm?

Still buffering like crazy this morning. would play for 3 seconds at a time then buffer for 2 seconds.

Tested path of exile, you can hit F1 in that game to see detailed MS statistics. it hovers at 216 that is great but there are spikes of over 400ms happening regularly sometimes over 500ms spikes.

Are you having trouble with browsing as well?
 
Yes, sometimes I have to hit a search result 10 times before the link will load successfully without timing out. Its not consistent. Speedtest result looks fine though:
