Electricians sometimes do that for a stove or geyser, there was a time when it was legal to put such appliances on a dedicated circuit with no earth leakage.Probably stands for dedicated circuit. Check to see if there's another DB somewhere.
As an example I have one in the pool pump enclosure, and another in the garage which runs the flat...
