Need help recreating this!

I need to recreate this, I have tried everything and I'm really struggling.
Can someone help me please.

I need to have it in a format where I can resize it etc down the line, so maybe vector / PDF format?

If you can help, please let me know!

I really do have to give up now... it's exhausting me and it looks so easy that I can't believe I can't get it right.

I'm a Corel Draw boy... need it in a format where I can make it bigger and smaller without loss of quality, thus vector etc.
