need help with dsl thief!

hi, im having a really annoying issue with some bad neighbours, it happens they are stealing my dsl and spying on everything i do when i go online.
things i know is when i get my router on they can enter (the router is firewalled and wireless is disabled) and the other is i previously changed my phone line which run the dsl, they couldnt connect for a while untill one day i got a phone call faking they are phone line service and asked which company i got my dsl so i tell her, then after some days they morons got spying and stealing again...............
so they need my phone number and my router turned on to steal.
i got 20mb/sec connection, the assholes rented a flat in the same building and got a mini cyber running with my dsl..... :sick:
i just dont wanna call police to resolve this if theres another simplier way.
can someone give me some tips on blocking access or to know whos spying on you?
 
I think the best thing would be to call the police....because steeling someones 20Mb line is just not acceptable! :p
 
How the hell are they able to connect or intercept? Afaik its only through the lan or wireless but not somewhere before the telkom wall box.

Please post if you found an answer.
 
I got my 20mbps connection plugged in right next to my playstation 6.
 
Sigh to all those people who think this in in ZA.
Its 20mb/sec - and AFAIK, thats only due here in 2010[1].
