Need help with Telkom Adsl line

I recently moved house to Parkhurst and took out a Telkom 4 meg line.. When I do speed tests the results tell me that my connection is 1 megabit. When I download torrents, I get a maximum of 1 megabit at times, eventhough before I moved I had the same set up and used to get speeds in excess of the 1 up to 4 megabits.

The line just feels sluggish. Youtube videos take forever to load, sometimes websites timeout before they load. When I connect to Xbox live on a seperate unshaped account it takes longer that it used to before I moved. I have spoken with Telkom and they have remote tested the line. They say that the line is fine..

I havent changed any of the settings on my router since I have moved, so I am not sure that its a configuration problem. Could it be an ISP issue? I am also not sure about that.. I have two accounts.. an unshaped through Webafrica and shaped though Afrihost and I have these problems on both accounts.

Earlier today I got a call from a Telkom "technician" telling me that there is no problem with the line.. they did a speed test and my line is pumping 1 megabit. She basically told me that there is no problem when there clearly is.... I think all she wanted to do was close a call that had been allocated to her.. must be performance appraisal time at Telkom!?!?
 
check you line attentuation and noise margin.

Google this. Im barely hanging onto 4Mb, i have have a line attentation of 46DB for download (noise margin 10), my upload is 12DB (Noise margin 7).

Im no techie in this regard, just been picking things up as I go along, been having my issue for about 3 weeks now. Also moved to new place, last place 4MB no problem.

Yeah, that's pretty much me as well. Had no problems getting 1 meg up to 4, and then as soon as I moved I don't get anything over 1. Sometimes it burst up to 2, but never for more than a few seconds. Then when the line "settles" it hovers at 1.... So torrents are generally okay I guess.. would be nice to get speeds over 1 but its websites that are really frustrating. It can take 45 minutes to load a 5 minute you tube video. Websites load really slowly and sometimes just time out. I get a decent connections on Xbox live and it doens't really seem to effect latency and I can even still play on overseas games. Just seems VERY wierd!
