Need software to review & annotate videos

So I have some (offline) videos recorded from meetings. I need to make notes from it. It am looking for software to easily navigate fwd/backwd and be able to capture some notes with a timestamp. Then when I select a note, I can jump to that part of the video.
Any suggestions?
