Need to register car

I have a Certificate of Registration with me stating that my wife is the owner of the car.
Wesbank says the previous owner is still the owner of the car.
Menlyn Roadworthy Center says a Mr Clark is now the owner of the car...:wtf:

Is it normal procedure to first register the vehicle on someone else's name before you register the car on the new owner or is something fishy going on here?!?!

Edit: No one, not me, my wife, the previous owner, Wesbank or Titleguard knows who Mr Clark is...:erm:
Westbank should have released papers to previoys owner.
Car must first go to previous owner's name and then be changed to your name....

On a further note you need a letter of sale from the previous owner to get it in your name. By your own admittance you did not get that document.
It must also include copies of IDs from seller and buyrr...

I have an hypothesis:

I have money.
Seller has car.

TitleGuard takes both and make sure both are according to seller-buyer agreement.
TitleGuard then gives me the car and gives seller the money.

So Mr Clark might be someone from TitleGuard?

I just spoke to Wesbank again, and according to "Cinthia" the car now belongs to my wife.

Previous owner didn't receive any papers. Also spoke to him just now.

Ownership is basically:

Previous (1st) owner -> "Mr Clark" -> My wife (2nd owner)
