“SA’s experience speaks for itself, and that’s one of the reasons you can’t have a privately led consortium.” Telkom was a key stakeholder in the existing Sat-3 undersea cable, and the cost of bandwidth was artificially high because it was a “private club”, she said. “We couldn’t bring the price down because that club decided the costs.”

NO, thats why you dont have ONE privately led consortium with a monopoly!!! Yes you sound very noble Ivy but no one is fooled. Government just want control and their fingers in the pie of this very lucrative industry - it is nothing more than greed and a power grab  gov have already proven they only pretend to give a stuff about the well-being of SA citizens.

I would much rather put my trust in many privately led initiatives, than a large government controlled one. With the former I can at least vote with my wallet on service and price!

"However, they will not be allowed to land in SA and provide desperately needed cheap bandwidth unless they are majority owned by African investors. "

I'm very disappointed to see that affirmative action is even being applied to our undersea cables. At some point you have to draw the line before you shoot yourself in the foot.

“Africa must take responsibility for its own development so we don’t depend on foreigners,”

In the current climate, we are better off letting foreigners lay this cable and pay for it. Ironically, we're much less likely to get ripped off than if Africans do it. Foreigners at least understand how capitalism works. That's right Ivy, WORKS.

Nepad included bribes. More realistic that way and more chance of success. :D

No. The Nepad cable is way longer and has more capacity.
