Nepad,SA in cable talks

great idea in principle, but likely to cause a delay of another year or two. That's if they'll ever agree.

1 million times worse than useless
it becomes more and more obvious, even to members of the ANC

African telecommunication companies and investors, including SA, will have a 45% stake and international investors 25%, Shongwe said.

What happened to the 51% local ownership to land in SA?

51% African ownership is apparently the requirement.

The Nepad special purpose vehicle will be ultimately owned by more than 120 African telecommunications and other companies and will have a stake of about 30% in Baharicom, the owner and operator of the cable.

from the first paragraph there is an unspecified percentage of the 30% which will be African + the 45% mentioned in the second para which presumably takes it over 51%

..not that 51% actually means anything

Lara Kantor, the chairperson of Digital Dzonga which was created to drive the migration, told the committee that she believed the switch off date might have to be changed as the project was “an enormous and complex” one.

Yes, and perhaps starting would go a long way to being able to set an end date...

How can they expect to get 120 African companies to agree with one another?

Just a comment about this 51% thing, if the 51% is based on a South African BBBEE requirement, then it should surely be 50.1% African ownership...?

We already know that Stalin-Mafole does not understand mathematics ['all submarine cables landing in South Africa, must be 50% South African owned' and other African countries where such a cable lands are free to require 50% local ownership as well ], so I expect Stalin-Mafole dyslexified 50.1% into 51%.

@ ic: iirc the 51% figure is immortalised in the Draft Guidelines which purport to relate to cable ownership

things are going downhill very rapidly at the moment - unprecedented scenes in parliament yesterday as the portfolio committee really laid into the DoC

Yep, just commenting on the amoral-ised origins of this 51% thumb-suck figure invented by Stalin-Mafole, and that it should probably have been 50.1% in keeping with BEE.

Any sign of the phrase "Department of Communistications" from the PPCC? :D

“I really don’t get a sense of urgency anywhere, neither in the ministry nor the department. I can’t see us doing this thing. This is one of the biggest projects in the country,” Vadi said.

i dont think i could have summed it up better

Been reading some of the stuff on ITWeb. Hectic :D

Eric Kohlwane (ANC) pointed out that he did not see any feedback for DOC successes in its strategy and asked if it just waited for the Mail & Guardian's director-general annual report card.

“Just answer simply. Are you able to or are you not able to meet your obligations in terms of the Electronic Communications (EC) Act?” Vadi asked.

i have a great deal of respect for Mr Vadi who is the chairperson of the committee - sharp as a Minora
